You can call the place they are renting the tux from and make sure that he gets a shirt that has holes for cuffs. If you want it to be a total surprise, see if the tux rental store will take the cuff links from you and present them to him when he picks up a the tux.

That said, weddings are a time for frivolity, and cuff links are one of the more tasteful ways of having fun with a tuxedo.
