    It sounds like a spare collar stay.
    Flip the points of the collar up and see if they have something like it inserted into the tips of the collar. On some men’s shirts the collar stays are removable, so the wearer can chose between a softer or stiffer looking collar. If this is the case, the stays can sometimes get lost, so the maker provided and extra one in the little bag.
