mist it with water, and put it in the dryer on high. Let it bang around in there.
Maybe the stiff ones are not 100% cotton.

It is probably due to the fabric they are made of. Some fabrics are just naturally stiffer. Fabric softener should help a little. You can get liquid kind to put in the washer or dryer sheets to put in the dryer. Both will help soften clothes.
