You are going to have to go to a higher end department store for this item. Something like Macys or Saks.

You might also try a tux rental place. They can probably get you want you want with very little trouble. French cuffs unfortunatly are becoming a thing of the past but I like them.

Is it ok to wear a french cuff shirt to a job fair for interviews or just a regular cuff type shirt?

 

If you are wearing a suit and tie, absolutely. French cuffs are generally considered too formal to be worn without the suit, though.

Make sure to wear reasonably conservative cufflinks.

For a french cuff shirt, can I use the plastic buttons that it comes with it or do i need to buy some links?

It really depends on your age. A young boy can get away with plastic, but a grown man should really own a pair of cuff links for a french cuff shirt.
