If it's a high-powered position, say, CEO, VP, or any other executive position, absolutely. If it's an entry-level job at a firm or a place where you could potentially have an important position (every position is important... you know what I mean), then again, yes. If you are going to an interview at a retail job or a customer-service job, no cufflinks. It's overkill. If you're asking the question, it must mean that this job is very important to you.
