depends on the job. If you know the company, try to dress at the same level as the best-dressed person there.

Depends on what position that you are interviewing for. If it's a high-powered position, say, CEO, VP, or any other executive position, absolutely. If it's an entry-level job at a firm or a place where you could potentially have an important position (every position is important… you know what I mean), then again, yes. If you are going to an interview at a retail job or a customer-service job, no cufflinks. It's overkill.
If you're asking the question, it must mean that this job is very important to you. So, I'd probably wear them regardless. Let them know that you're serious.
