The easiest way to shorten a shirt sleeve is just to make a sort of pleat in it halfway up the arm. This way it doesn't show when you're wearing a jacket and the cuffs sit in the right place. It is fiddly work, but can be done. Good on you for wanting to keep the shirt, and tailoring to suit you will make it look fabulous.
